| 基于中美贸易冲突的背景，对中国油菜产业发展的问题及意义进行梳理，以期为今后油菜产业发展探索可行之路。2018年针对美国政府利用 301条款对中国 500 亿美元商品拟加征关税，中国决定对包括大豆在内的原产于美国的 106 项商品加征25%的关税。这一举措将对美国大豆进口形成有效制约，油菜作为大豆的重要替代油料品种，对大豆施加关税将对中国油菜产业的发展带来新的挑战和机遇。分析了加征大豆关税的合理性及必要性，加征大豆关税对大豆、油菜产业的影响，目前中国油菜产业存在的问题及发展潜力，并对今后中国油菜产业的发展提出建议。 |

| Based on the Sino-US trade conflict, the problems and significance of Chinas rapeseed industry development were sorted out to explore a feasible way for the future development of rapeseed industry. In 2018, in response to the US governments use of Section 301 to impose tariffs on Chinas $50 billion in commodities, China decides to impose a 25% tariff on 106 items of goods originating in the United States, including soybeans. This measure will effectively restrict the import of soybeans in the United States. As an important alternative oil crop for soybeans, the application of tariffs on soybeans will bring new challenges and opportunities to the development of Chinas rapeseed industry. The rationality and necessity of adding tariffs on soybeans, the impact of soybeans tariffs on soybeans and rapeseed industry, and the existing problems and development potential of Chinas rapeseed industry were analyzed. The development of rapeseed industry in China in the future was suggested. |
